What the Renters Reform Bill Means for Landlords

Professor Joe Nellis, co-creator of the Halifax House Price Index and an adviser at MHA, warns that key elements of the bill—such as ending Section 21 evictions and increasing regulatory requirements—could reduce the appeal of buy-to-let.

“These reforms may push some landlords to exit the sector, releasing more stock into the sales market and potentially softening prices,” says Nellis. “Conversely, if landlords stop purchasing, rental supply may fall, driving rents up. Either way, this legislation could alter the market’s balance.”

Halifax’s latest data shows a 0.4% drop in average UK house prices in May, although prices remain 2.5% higher year-on-year.

Buy-to-Let Sector Under Scrutiny

The Renters (Reform) Bill is prompting many landlords to reassess their portfolios. From open-ended tenancies to new minimum property standards, the changes represent a significant shift in how rental homes must be managed.
